When incarcerated inmates receive substance use disorder (SUD) treatments, specifically medications for opioid use disorder (MOUD) while they are in jail or prison, this reduces rates of recidivism, overdose deaths and continued substance use after release. There is a need for improved multi-pronged substance use disorder treatment programs that include medication treatment, substance use counseling, and peer recovery models in our Virginia jails and prisons. For example, community-based treatment programs like the HARP (Helping Addicts Recover Progressively) program have created positive outcomes for inmates from Chesterfield County Jail.
